Senate Bill 1440 approved by the Governor and filed with the Secretary of State on September 29, 2010, adds Article 3 (commencing with Section 66745) to Chapter 9.2 of Part 40 of Division 5 of Title 3 of the Education Code, relating to public postsecondary education. The article authorizes the California Community Colleges to confer transfer associates degrees and requires the California State University to admit students completing transfer associates degrees to similar programs with junior standing. The STAR Act creates the opportunity for a superlative and efficient pathway for transfer between the California Community Colleges and California State University campuses. In addition to the details specified under the new law, decisions agreed upon between the Chancellor of the California State University and the Chancellor of the California Community Colleges and decisions approved by the SB 1440 Implementation and Oversight Committee (TOC) have established requirements and procedures to support students who transfer with these new transfer associates degrees.
